A THIEF ON THE LOOSE!


ABWOOLI RUJUMBA- OMURUNGI W'ABASAMBU, Have you realized that the Ugandan facet of the great African diamond is being hurled into sheer a fraud- ground?

'SUPER- MINISTER', N.R.M SECRETARY GENERAL and Kigezi born- John Patrick AMAMA-MBABAZI, through influence peddling, purportedly sold a chunk of 414.44 acreage of his land he supposedly owned with businessman Amos NZEYI at Busiro- Temangalo to the National Social Security Fund helmed by an overgrown village bully David CHANDI-JAMWA.

The rotten deal saw the workers’ hard earned and hard saved funds bigheartedly dished out to the so called ‘super minister’. Aside from crimes of breach of procurement rules, the fee was amplified to the tunes of 11billion- far above the average price of shillings 5.93 billion (approximately 10-14 million shillings per acre ) recommended by the three independent valuers-Knight Frank, East African consulting surveyors and Associated consulting surveyors.

Claudius Olweny, one of the directors, cried foul during a board meeting thus “there was a lot of political pressure being heaped on the fund to purchase the land”.

The parliamentary committee that was entrusted with the powers to scan any irregularities in the Temangalo saga, even after dire attempts to infiltrate it (the reader of this article must not forget the attempt by the president to bribe the committee chairman- honourable John Odit with a trip to Iceland!), released a report that pinned the accused and in its recommendations, vetted for the two ministers’ resignation and dismissal.

The disgrace of the lawyers, the attorney general of Uganda, whom am reliably informed holds a first class honours in law, once more rose to the occasion not only to betray his nation, the erudite law fraternity, but also cast doubt over the true sanity of his mind.

The whole parliament of an egalitarian nation cannot just lack the jurisdiction to try any of its subordinates. The interests and the funds of the workers cannot just be vested in the office of the lady- ombudsman, who prima facie cannot rally her valour to prevail over caution due to the nature of her appointment!

To that effect, am hauntingly pushed to convey the blistering news of the wreckage of the ship- nation of Uganda. The ship captain, who, it is manifestly glaring, has started enduring the wrong pangs of old age, YOWERI K. MUSEVENI son of Amos Kaguta and Esteeri Kokundeka (May her very gentle soul rest in everlasting and uninterrupted peace) is, as my friend and comrade Katerega Julius puts it, “giving corruption a warm blanket”.

Not since her birth has this prized pearl-jewel of Africa witnessed such un- bridled tunes of coffer-slaughter. Former minister of ethics and integrity, MIRIA MATEMBE in a motherly and emotional proclamation posted thus “The president, the fountain of honour of this nation, sits in a corner and conspires with his henchmen to rob this nation: it is absurd”. The firebrand Matembe further posted that “If there is anyone who still has hope in this government, may be he is not O.K.”

The 2005 N.S.S.F. scandal-boat of the botched $225 million (then 360 billion) Nsimbe housing estates project with construction tycoon- James Mugoya Isabirye in which the fund stood to loose over 8 billion shillings, capsized and drowned with it the then board chairman- Mr. Onegi Obel, the managing director Mr. Leonard Mpuuna and the Labour minister Mrs. Zoƫ Bakoko- Bakoru. The coolers of Luzira prison caressed the former for a considerable period of time.

Now who is this so called blue-eyed boy- Amama Mbabazi to elude the wrath of the law? How can a whole President of a nation ferociously defend a top- shot of his government who is in the spotlight for misappropriation of public funds? How can he, using his commanding status, influence a waiver on the charges brought against a cabinet minister who has misbehaved?

It is no wonder therefore that the mainstream numbers of a generously rewarded, allegiance pleading, favour seeking and patriotism- lacking parliament, that when commanded by the top brass to shout, it retorts how loud, to run, that how fast and to jump, how high?- Prevailed over sanity! Now, QUIS CUSTODIET IPSOS CUSTODES? -Who shall guard the guardians themselves?


The nation is agape in disbelief and wonderment of how man can tend to be cruel to the gracious ideal of patriotic service to his motherland and of how in such trying times of a robbed nation, the custodian of its supremacy, the wielder of its instruments of power forsakes it.

I think I do not need to send an emissary to his most excellence of how he is systematically undoing and throwing away the gains of a revolution he so affectionately, lovingly and devotedly bestowed unto this nation and its people he rescued from the jaws and burdens of blood-lust, infamy and tyranny-the hallmarks of the long gone totalitarian regimes.

The shinning trophy of his hard struggles and belated sacrifices for the Ugandan peoples, am afraid, is loosing its spackle and glitter.
